Cator has led Digital Promise since 2013. The organization was created by Congress as part of the 2008 Higher Education Act. Its mission is to transform American education through technology and innovation, and to improve learning opportunities for all Americans.
Cator previously served as director of the Office of Educational Technology at the US Department of Education from 2009 to 2013, where she led development of the 2010 National Education Technology Plan and focused the office’s efforts on teacher and leader support.
Prior to joining the Department of Education, Cator directed Apple’s leadership and advocacy efforts in education. In this role, she focused on the intersection of education policy and research, emerging technologies, and the realities faced by teachers, students and administrators. She began her education career in Alaska as a teacher, ultimately leading technology planning and implementation. She also served as special assistant for telecommunications for the governor of Alaska.
Cator holds a master’s degree in school administration from the University of Oregon and received its 2014 College of Education Distinguished Alumni award. She received her bachelor’s degree in early childhood education from Springfield College and received its 2015 Distinguished Alumna award.
